Asset Management Committee Meeting
September 8, 2014
The Asset Management Committee met at 10:45 am on Monday, September 8, 2014. In attendance were Committee members Larry Leonard, Dinah Reiss, Larry Sodano and Nancy Cole. Also in attendance were Commissioners Ron Sandstrom and Mike Smith, and Engineer Nick Sceggell of Fluet Engineering Associates, a division of Dubois and King. At 10:45 am the meeting was called to order by Chairman Larry Leonard.
The water system is discussed. Engineer Nick Sceggell discusses the pressure test done last week at Oak station. The piping upgrades proposed by the engineers and the replacement pumps to be proposed are discussed. Flow meters and use of in line flow meters is discussed. Pump run times and set points, electric usage, and manner in which efficiency savings can be calculated to show the payback of the expenditure that would be required are outlined and discussed. The ability to use a temporary pump that would be located outside of Oak station while the pumps were removed and the proposed new concrete pad was poured and set is discussed. Mike Smith discusses replacing the sump pump for the station at the same time the other work is done. Ron Sandstrom questions in place replacement of the 5 HP pumps at Oak station without the other work being completed. Larry Leonard states that the entire station could be upgraded at one time with and the station would then be done and reliable for the upcoming 15 or more years. Nick Sceggell discusses the benefits to the system overall by updating the entire station at one time. The recommended pumps are Grundfos CR-20. Pricing for this pump will be obtained for review by the Board. Muddy Beach Well #2 and the need to evaluate the pump at this well are discussed. Storage needs for the system and overall daily water usage are outlined and discussed. Investigation of the probable pump failure should not be delayed.
Nick Sceggell discusses the need to have Fluet Engineering Associates update the water model used for the VDOE system. The updated files could be used by the VDOE for creation of the water system portion of the database and maps that are needed. Information in the Water System Master Plan done by Paul Fluet in 2005 is reviewed. Exercising valves is discussed. The need for agreement with a property owner to be able to verify that a curb stop valve functioned properly, which would require entering private property, is outlined. The valves could be turned to verify that they do turn in an “off/on” exercise, but effectiveness of the valve would not be able to be verified without someone present and agreeable to the interruption of service.
Meters, station run times, pressure zones and continued building and development of lots within the VDOE are discussed. The need to increase system efficiency and reliability are discussed, as is the best manner in which to obtain this goal.
At 2:20 pm Larry Sodano makes a motion to adjourn the meeting. Larry Leonard seconds the motion and the motion passed unanimously.
