Village District of Eidelweiss - Madison, NH 03849
The Village District of Eidelweiss (VDOE) was formed in 1979 which changed its legal status from a private development to a state regulated municipality. As a municipality, the Village District is therefore bound by the laws of a town and has the same responsibility to the taxpayers as any other town within New Hampshire. However, the VDOE is also located within and is a part of the Town of Madison so property owners in Eidelweiss are subject to taxation from both the VDOE and Madison.
The VDOE is not a homeowner’s association. It is a Village District governed by 3 elected Commissioners each serving a 3-year term. The VDOE’s primary function is the maintenance of the 16 miles of road and the municipal drinking water system. There are 2 full-time and 1 part-time DPW employees and 1 full-time and 1 part-time office Administrators. The VDOE contracts with a licensed water operator to oversee the safety and reliability our water system.
Funding for these operations is raised by property taxes and an annual water fee, both of which are determined by the voters at the annual meeting. As in any other town, in order to vote at the VDOE annual meeting, Eidelweiss must be your primary residence and you must be a registered voter with the Town of Madison. This will allow you to vote at the Madison annual meeting as well. As noted above, Eidelweiss property owners pay both a Madison property tax as well as the additional Eidelweiss property tax and the annual water fee.
For new construction within Eidelweiss, a $200 driveway permit is required along with a $4,000 performance bond. The driveway application is approved by our DPW foreman.
Hook-up to the VDOE municipal water system requires a water hook-up application along with an $10,000 fee. Once received, the District engineer will determine if there is a water main in front of the property and hydraulic modeling will determine if there is adequate water pressure available at the lot. If the water main does not run to the property, the property owner will be responsible for all costs in extending the water main to the property. If the VDOE does not approve the hook-up or the property owner chooses to drill a well, the $10,000 fee will be refunded in full. If connected there is an annual water fee.
Driveway permit application, Water Ordinance and Water Hook-up applications are available on the District website www.vdoe-nh.org. All other matters are handled by the Town of Madison such as, building permits, variances, vehicle registrations, transfer station permits, dog licenses, fire station and police, or the State of NH for septic design. VDOE has no regulations or authority over any type of property rental within Eidelweiss.
There is also a property owners association within Eidelweiss called the EPOA - Eidelweiss Property Owners Association www.eidelweissvillage.com. This is a separate, volunteer organization that is not associated with the Village District of Eidelweiss.
