State of the Municipality

On September 28th, the BOC is hosting a “State of the Municipality” address.  This meeting will occur at 10am and is being held in the Lodge at the top of Oak Ridge.  Information on Water, Roads, Environment and Budgets will be presented.

Canoe and Kayak Racks

All canoes or any other watercraft of any description shall be removed from all storage racks no later than November 11th.  Any watercraft left on the beaches or on the storage racks after November 11th will be impounded and may be auctioned off or otherwise disposed of at the discretion of the Board of Commissioners. Should the owner of the craft claim the watercraft during the impound period of 180 days or prior to disposal, the owner will be charged a $100 fee for retrieval of the impounded craft.  

Reinach Water Tank

The Reinach Tank plans are on schedule.  The schedule is on the district website.

Water System Update

A leak was located on Interlaken Circle in early August.  Unfortunately, it was impossible to identify the exact location of the leak.  Many of the leaks in our water system originate in this general vicinity and the BOC wanted to investigate the possibility of replacing a large section of pipe rather than replacing one small leak.  By early September, the leak became more severe and it was decided that due to limited available funding, the only responsible option was to fix the leaking pipe and not replace a larger section. Because the leak grew, it was also easier to identify the exact spot of the damaged pipe.

Also, the BOC completed an application on behalf of the district for a grant from the NH Water Trust Fund.

Environmental Committee Update

The committee is working on three significant projects at the present time.  First, the outhouses on four of the VDOE beaches have not been “pumped clean” in many years.  The committee is working on a long-term plan and hopes to have something for the voters at the annual meeting.

The committee is also working to create a warrant article with the goal of having the voters decide on whether the VDOE should continue weekly beach testing.  The BOC does not support weekly beach testing but is eager to have all the information to present to the voters in March so that the voters can decide if they think this is a good expenditure of tax-payer moneys.

The third project being undertaken by the environmental committee is to address erosion and runoff at several of our public beaches. 

Water Meter Analysis

The commissioners adopted an official policy on September 17, 2019 with guidance from Rick Skarinka of DES, Drinking Water and Groundwater Bureau, and Stacey Herbold – Program manager for Water Use, Registration and Reporting.

In short, the VDOE would be ill advised to install water meters in homes within the district and would benefit more from “zone metering”.  Less than 20% of the entire water bill is allocated towards actual water usage.  The rest is allocated towards infrastructure costs.  As such, it makes no sense to spend hundreds of dollars each year to determine the best way how to bill water users an average of less than $70 worth of water.  To see the full policy and rationale, visit the VDOE website.

Dam Management Policy

The BOC made a concerted effort to keep the pond levels higher this year than in any recent year.  A new policy has been approved by the BOC and will be submitted to the state and Madison Fire Chief for approval.  Included in this plan is a request for the Loon Preservation Committee (LPC) to install a floating loon nest.

Electrical Upgrades to Pump Houses

Two of the pump houses in the district will be having their electrical systems upgraded this fall.  A third pump house will have it done in the spring.  Funding for these projects came from the reallocation of the bond money first approved in 2018 during the annual meeting and then reallocated during the 2019 annual meeting.

Water curb stop seasonal shut off

Seasonal shut off for winter will be available Monday, November 4, 2019 at a cost of $50.00.  Please contact the office to make an appointment.  You may choose to schedule your seasonal shut down at a different time at actual cost incurred by the District. 

Road Equipment Update

The grader is back in service and the new 5500 is outfitted and on the roads.

Please note that on Saturday 9/28 at 10:00 AM (following a 9:00 AM Commissioners meeting) at the Lodge at the top of Oakridge Rd, the Commissioners will present a “State of the District” financial review. Residents are encouraged to attend as we will be discussing our current budget, environmental initiatives, Reinach water tank, roads and plans for the 2020 budget and warrant.  We will also review changes made in 2019, VDOE Capital needs and funding for meeting these needs.

The Commissioners reached out to industry professionals to review our financials. We were looking for a neutral evaluation as to how we could save the district money going forward. Thanks to Bill Schwab and John Corcoran for taking the time to provide the following insight.

Property owner Bill Schwab, a CLU (Certified Life Underwriter), Licensed Life and Health Insurance broker for NH and MA and, member of the Society of Professional Benefit Administrators volunteered to review our employee health insurance coverage. He reported:

EMPLOYEE CONTRIBUTIONS - It is unusual to see a medical plan that requires no employee contributions. Massachusetts has a similar municipal trust (risk pool) and all the participating towns require employees to pay part of the cost.  A reasonable starting point would be 10%.   Among the corporate clients I have, the average is more like 30%.  

PLAN DEDUCTIBLE - Most plans have a deductible that the participant must pay each year and the most common is $1,000 per person.  Your current plan has a $1,000 deductible but you said that the Village covers 100% of the deductible through a Health Reimbursement Arrangement (HRA).  This creates an additional liability of $6,000 to the Village but you didn't say how much was actually paid out during the past year.

RATING BASIS - With only 3 employees you have little clout with the Trust underwriters.  The rates for the larger entities could be lower than you received.  Is there any way you could join Madison, Conway or North Conway and get the benefit of their larger size?”

Property owner John Corcoran volunteered to do a cost reduction review of our overall finances.  He reported:

“I have spoken to several VDOE people in the last few years about my cost reduction business.  

 I analyze, benchmark then renegotiate everything a business or nonprofit spends their money on.  I work on a contingency basis so there are no fees if I don't find savings.

As an owner, I would love to help out the district find some savings to avert the need for fee increases.  I do all of the work and but the final decisions land at the VDOE board or the VDOE office.”

“Based on the current rates for the bills there isn't much opportunity for savings.  The insurance rates were in line overall and didn't have any red flags. Utility costs made sense.  Office products were already priced well with low volume.  

The cell phones were highest.  Spectrum Mobile (the carrier I use) is great and they use Verizon towers so the signal is good.  I'd suggest reaching out to Spectrum and switching your cell phones over.  

I'll keep VDOE in mind for future services that pop up and would make sense. “

Road Grader: It was expected to be back in working order by mid July but while in for repairs, additional repairs and work were identified.  We hope to have it back on our roads the week of Sept 9th.  In the meantime, the DPW continues to utilize other equipment for road repairs and maintenance.

Reinach tank project update:  The subsurface exploration for the proposed tank construction has been completed.  A schedule for the tank project is as follows:

August – complete tank design plans and specifications

September 13- Groundwater Trust applications are due

September – complete site construction plans and specifications and booster pump well house building  

August - September - Bid tank construction

September through November – Groundwater Trust Commission Review projects

September - October – Bid Opening for tank construction 

October - November - Bid Site construction and booster pump well house building

November – Award tank construction 

December – Groundwater Trust Commission Award funds

December – Award Site construction and well house 

May through June 2020 – site construction on tank site and building

July – October 2020 – Tank construction.

DPW1 and Summit Pump House warrant articles: These electrical upgrades were approved at the annual meeting. Updated pricing has been requested for complete upgrades to both the Summit Pump house and DPW1 electrical panels which includes SCADA controls, metering and lightning protection. Work is scheduled to start in early November.

A job has been posted for two (2) part-time highway workers for snow removal with CDL-B license.  Hourly rate $20-$25 commensurate with experience. Contact the office for an application at office@vdoe-nh.org or call at 603-367-9022

DON’T FEED THE DUCKS

Just a friendly reminder to not feed the ducks in our ponds.  Doing so encourages them to linger at the beaches, which increases the opportunity for water contamination.

NO DOGS ALLOWED ON PUBLIC BEACHES

The exception is Muddy Beach located on Eidelweiss Drive, 1.5 miles from the Eidelweiss entrance sign on the left side of the road. Park at the district pump house.

VOLUNTEER UPDATE
Summer weekend beach raking by volunteers was a success. We had 13 residents volunteer.  Thank you to Mike Dolan for coordinating this project which saved the District approximately $2,000.

The Environmental Committee is seeking a volunteer to redesign the Porridge Shore beach because of all the erosion happening there.   If you are interested in helping or know someone interested in helping, please email commissioner2@vdoe-nh.org or office@vdoe-nh.org.

Three years ago, property owner Sharon Monroe received approval from the BOC to install a Little Free Library at the Huttwil mailbox area.  Andrew Harteveldt volunteered to build and install it. It was unveiled and filled with books on Saturday 8/24. Please take a closer look and feel free to add or take a book.  However, if it is full, please do not leave books in the shed, on the mailboxes or on the ground nearby. Many thanks to Sharon, Andrew and the prior BOC for adding this to our community. Adam Leiser has agreed to maintain the library.

Congratulations go out to our DPW Foreman Kelly Robitaille who was recently awarded and named a Senior Road Scholar through the UNH T2 Roads program. Kelly took the initiative to undertake this program and completed 75 hours of training to receive this achievement.  We thank Kelly for his ongoing commitment to our community.

The Dam Engineer with DES has completed a hydrologic study of our dam and it has been posted on the district website (Click Here).  The dam was rated as being in fair condition with the recommendation that the hazard classification be changed from ‘low’ to ‘significant’.  Simply stated, this means that should the dam be breached for any reason, the amount of damage would be more significant than previously classified.  It does not mean that the dam is in any danger of breaching.

The Commissioners have hired Donna MacKinnnon as a part-time employee working with Nancy Cole, our district administrator.  She will become familiar with the daily functions of the office and provide a much-needed backup for this key position.

Unfortunately, the Road Grader equipment is still out of service.  It was expected to be back in working order by mid July but while in for repairs, additional repairs and work were identified.  We hope to have it back on our roads by early August.  In the meantime, the DPW continues to utilize other equipment for road repairs and maintenance.

WATER TESTING

There has been a lot of discussion about pond water testing at recent meetings.  To clarify, there are 2 types of testing that have been historically conducted: 

1-Monthly VLAP (Volunteer Lake Assessment Program) Testing (through NH DES) – this is done 3 times each summer (Jun/Jul/Aug) with 16 samples taken at pre-identified locations and depths across -Middle & Big Pea Porridge Ponds.  Samples are collected by EPOA volunteers and delivered to a lab in Concord and paid for by the VDOE. --The testing provides a comprehensive review of pond health including e-coli.  More information and historical reports can be accessed through the NH DES website (Click Here). The next scheduled testing is on August 18th at 1:00pm beginning at Geneva Beach. Anyone wishing to volunteer to help with sample collection should contact John Rocharz (jrocharz@bridgew.edu or 508-317-6730).

2-Weekly Beach Water Testing – the program was initiated and funded by the EPOA until 2016 at which time a warrant article funding it for 1 year was approved by the voters at the annual meeting.  In 2017 it became funded via the VDOE Parks & Recreation line item in the operating budget that is funded by taxes.  The cost for testing is $35 per beach per test ($175 weekly for 5 beaches) for 14 weeks (Memorial Day to Labor Day) totaling $2,450 plus the costs to pay someone to collect samples and drive to lab in North Conway. The person hired to clean the beach outhouses had been collecting the samples each Monday.  Results are received on Wednesday.  Re-testing can’t be done until the following week.  Therefore, any positive results require that the beach be posted with a warning through the weekend. This test only identifies e-coli bacteria that many believe is due primarily to ducks that poop near the beach.  Historically there have been a few positive tests.  In 2018, one test result was positive at Geneva Beach. All re-tests have shown that the bacteria are gone by the following week. Based partially on a unanimous vote by the Environmental Committee, the Board of Commissioners decided this year to forgo this weekly testing given the time lag between samples taken and results along with the historical negative re-test results and the high cost. The BOC recommends that the EPOA resume funding this program if its members want to continue with weekly beach testing.  The Town of Madison funds testing of two beaches on Silver Lake through taxes.  The Silver Lake Association of Madison (SLAM) coordinates and funds similar testing at additional sites that is not funded by Madison taxes.

Wed Aug 7th, 7:00 pm at the Town Hall Meeting room.  The Town of Madison Planning Board will hold a Public Hearing to review plans for a new police tower (used for the 911 call repeater system) at the summit of Oak Ridge Road. The plan is to replace the current 60-foot tower with a 120-foot tower.  The tower will not have a blinking light on top.

NEW MADISON POLICE CHIEF

It was recently announced that Madison Police Chief Ted Colby has resigned effective 8/1 for health reasons.  Part-time Officer Bob King has been appointed as the new Chief.  Bob has also served as a Lieutenant with the Ossipee Police and as Chairman of the Madison Board of Selectman, a position that he has just resigned from as he becomes Chief.  We thank Chief Colby for his service to Madison and Eidelweiss and congratulate Chief King on his promotion.

LOON NEWS

After the Loon couple on Little/Middle Pea Pond lost their chick in early July, they did not nest again.  The Loon Preservation Committee (LPC) did not expect they would as they successfully hatched a chick. However, they have started to socialize with loons on neighboring ponds (probably Big Pea) with one of our loons often disappearing after taking off in the morning and returning in the evening hours.  And, recently on a Saturday morning, a neighboring pair of loons were spotted having breakfast with our loons on Middle Pea.  You can read more about this behavior on an 8/9/18 blog post written by the LPC on the Squam Lake Association website under “What Are Those Crazy Loons Doing?”  (Click Here)

The Road Grader is out of service for a mechanical issue.  Unfortunately that has slowed down the DPW’s ability to fill potholes in a timely manner.  As a stopgap, they are filling where most critical and smoothing areas using the backhoe.  Please exercise additional caution while driving on the gravel roads.  We expect to have the grader back in service the week of July 15th.  We apologize for any inconvenience this has caused and appreciate your patience.

Public Hearing Results:  At the June 1 Public Hearing a decision was made to update the highway ordinance to remove overnight parking at the beach parking lots.  Also, the water ordinance was revised to update the process and add a charge for seasonal valve turn on & shut off.  The updates have been made to both ordinances and can be viewed by clicking here.  

Commissioners are drafting a letter to Madison police asking for increased patrol of beaches to assist us in enforcing the “No Dogs Allowed on Beaches” regulation.

Tax Bills

You should have received the first 2019 tax bill from Madison which is due July 11th.  This bill is 50% of the 2018 tax rate of $24.98 per thousand.  Any change in the tax rate from 2018 to 2019 will be reflected in the 2nd 2019 tax bill once the rate is set by the Department of Revenue.  Currently 24% of the property taxes go to the Village District of Eidelweiss with the remaining 76% to the Town of Madison, Carroll County and the State.

FIRE PERMIT CHANGE FOR OWNERS WHO RENT

In addition to property owners obtaining permits as usual (see basic info here), any renters of your property will also each need to obtain their own permit.  To get one, they must get a signed application (click here) from you that allows them to apply.  You can email these directly to the Madison fire warden (madisonfire4c3@gmail.com) in advance or you can leave these for the renters at your property or email to them in advance with your signature.  When the renter arrives on site, they need to call a fire warden who will come to the property with final approval of the application.  A list of fire wardens and their phone numbers is available here.  

FIREWORKS – NOT ALLOWED

Just a friendly reminder that fireworks are not permitted in Eidelweiss or in the Town of Madison.  If you see or hear any fireworks, please contact the Madison Police Department at 603-367-8334. 

POND LEVELS & LOON NEWS

There have been several discussions and debates at various Commissioner meetings over the last 2 months about the water levels in our ponds and how it affects the loon nest on Little Pea as well as how it affects many homeowners.  The Commissioners and a new Environmental Committee have heard various points of view from property owners as well as from experts at the NH Department of Environmental Services (DES), the Loon Preservation Committee (LPC) and, NH Fish and Game. A Dam Engineer with DES is currently undertaking a study of our dam and the water flows of our ponds.  Upon completion, our hope is that it will enable us to make informed decisions going forward that will best meet the needs for all constituents.  The Commissioners plan to hold a public meeting at a future date when more information is available. Unfortunately, the loons lost their chick to a bald eagle shortly after emerging on Sunday morning June 23rd. In light of the recent loss of the loon chick, LPC issued the following as part of the blog on www.loon.org.

“LPC has been considering putting a raft on this site because of water level fluctuation issues. Now we have another reason. An avian predator guard, which we use on all our rafts now, almost certainly would have prevented loss of the chick, although it would have been likely the eagle would have made some attempts after the chick was in the water.”

BEAR SIGHTINGS

There have been multiple bear (some too big, some too small and some just right) sightings in and around Eidelweiss over the last several weeks.   Please do not feed the bears and remember to keep all trash contained and inside.

The Commissioners voted recently to post the latest financial reports to the VDOE website that includes the budget, cash flow report and capital reserve fund balances.  You can find these by clicking here.

Jay Buckley has been appointed to the Board filling the vacancy created by Ralph Lutjen when he resigned at the annual meeting.  Jay was sworn in during the Board of Commissioners meeting on May 14.

The on-call phone service at the office has been discontinued.  It was costing the district $127.66/month.  A survey of 6 surrounding towns found that none of them have an after-hours service.  Moving forward, callers will be instructed to leave a message for a return call when the administrator is available or in an emergency to call 911.

Administrative Assistant Position being posted.  We are looking for a 10-15 hour per week highly motivated independent individual to assist with workflow in the municipal office. Primary duties will be clerical, knowledge of Excel and familiarity with Office 365 beneficial. Application and job description can be obtained at the District office.

Warrant Article #8 was approved at the annual meeting authorizing $4,180 for a York rake replacement.  This purchase has been made and the rake is now in use.

Warrant Article #15 A project was proposed at the annual meeting to raise $36,140 to update the pressure reducing valve pit at Upper Lakeview/Rigi by separating the lines covered by the PRV (valve) to reduce pressure at some of the homes in this zone. The warrant was reduced to $2000 and was passed by the voters. This was to cover replacing just the valve which was done on May 14th.  The initial report is that pressure has been reduced at the affected homes in the area.  This will continue to be monitored to ensure that this issue has been addressed as required.

Warrant Article #18.  $42,000 will be deposited into the Water System Capital Reserve Fund. Check will be issued on June 1st from the unassigned fund balance.

OTHER IMPORTANT DATES:

May 1:  Water Bills were due.  If you have not paid your bill yet, please do so as soon as possible.  All bills now overdue are subject to a fine of $50. On August 1st an additional $100 fee will be incurred.   

CANOE/KAYAK RACK REGISTRATION

Rack assignments were delayed this year due to the large amount of snow that kept us from inspecting and repairing the extensive damaged racks.  Assignments were sent on Friday, May 24th.  Registration for a second space is open.  An email was sent on Friday April 12th with details.

ROAD UPDATE

The heavy spring thaw and run off this year unfortunately contributed to the collapse of a culvert on Burgdorf Drive and the road has been closed indefinitely at the culvert crossing.  Homes at #1 thru #4 Burgdorf are accessible via Aspen Drive.  Access to all other houses on Burgdorf will be from Grison to Konstanz.

LODGE
The Lodge is now open.  If you’d like to use the facility for a gathering or event, please contact Nancy Cole at the district office for information and availability.

SUMMER RENTAL SEASON

Last month we published a 1 page mini poster that owners can print and post in their homes in order to share the rules and regulations in Eidelweiss with their renters and visitors.   Contact the office if you need a copy.

Pond Levels

On Tuesday May 28th Commissioner Adam Leiser and the Environmental Committee met with Charlie Krautmann from DES.  He will be back in the District on June 6th to gather data for a report that will be completed within 5 weeks regarding the management of the Dam. There was also a conference call on May 28th with Carol Henderson of NH Fish and Game regarding pond levels and the active loon nest. We expect her to provide a recommendation for a short-term solution after contacting DES and the Loon Preservation Society. All this information will facilitate the District in creating a long-term management plan for the Dam and pond water levels.  Please attend the June 1st public hearing which will be followed by a Commissioners meeting where the pond level issue will be on the agenda.

Environmental Committee Update:

The Committee has 6 members and was officially established on Monday May 20th.


Water Committee Update:

A meeting was held with the Board of Commissioners on May 10 to walk through the water system assets & facilities. The committee is exploring funding options and possible application to NHDES for SRF loans to fund the Reinach Tank project.   We are also going to develop a project plan to pursue digital mapping and use of a GIS system.

On Sunday May 5th and Monday May 6th, a dozen volunteers joined Jay Buckley to reshingle the roofs and upgrade the lighting at the Huttwil mailboxes.   The roof was  re-shingled, the structures painted and new LED lighting was installed lowering wattage while improving brightness. All of the materials were donated by residents. The estimated value of the work was $2500-$3000. Many thanks to everyone who contributed and participated. 

Also thank you to everyone who volunteered to clean up roads on Valley Pride Day!  

So far this year, we’ve had more than 20 residents volunteering for projects and committees.  We appreciate everyone’s participation and invite all residents to volunteer and join the team!

SAVINGS TO THE TAXPAYERS

The new Commissioners saved the taxpayers $1242/yr. by including the payroll feature to the QuickBooks accounting software upgrade. This eliminated the need for PAYCHEX which had been processing our payroll.

May 4:  Valley Pride Day 9am-2pm, Eidelweiss participates in the annual litter clean up.  Please join your friends and neighbors to pick up trash and debris from the roads in Eidelweiss.  Meet coordinator Jay Buckley at the Huttwil parking lot at 9AM to sign-in, pick up trash bags, water bottles and gloves. Then return your trash bag to the Huttwil parking lot (Jay will let you know what time you need to return). The Hampton Inn in North Conway (1788 White Mountain Highway –next to McDonald’s) will be providing a barbecue beginning at 2 PM for all volunteers.  It’s always a well-attended, fun event with delicious free food and prize giveaways for participating volunteers. 

CANOE/KAYAK RACK REGISTRATION

Registration for canoe/kayak rack registration is now open.  An email was sent on Friday April 12th with details.  Registration this year is being handled online (Click here).  Fill out the form and hit send (you will see a screen which confirms that your application was successfully sent).

If you don’t want to register online, please call or stop by the VDOE office and the Administrator will assist you in registering manually.

Please note the following changes to this year’s process:

  • A preference for getting an upper, middle or lower rack has been added this year.  You will be asked to provide your first and second choices.
  • There will be no stickers this year.   You will receive an email from the office when your rack space is assigned.  You will need to have this information with you when you take your canoe or kayak to the beach.  Also, please be sure to remove any stickers from 2018.
  • The initial round of registration will end on June 1.  After June 1, if you want a second space, you will be able to submit a second application.  

Before spaces can be assigned, kayak racks need to be inspected for safety. Due to the amount of snow this winter there has been limited access to the racks therefore, rack spaces will be assigned by May 24th in order of the date the applications were received.

LODGE
The Lodge will be open by May 2nd. Any requests for use must sent to the office for approval. The new Commissioners have simplified the process so that residence can use the facility more easily.

SPEED BUMPS

Speed Bumps at Boulder Beach will be installed within the next week.

SUMMER RENTAL SEASON

Summer rental season will soon be upon us and with the increased use of websites like VRBO and AirBnB over the last few years, we have seen a dramatic increase in the number of rental visitors to Eidelweiss during the summer.  In order to preserve the quality of life that we all cherish, we ask owners that rent their properties to please be sure to inform their renters about several important guidelines and ordinances that we have put in place.  These are designed to protect and insure that everyone can enjoy the great beauty and benefits of our community.  We have prepared a 1-page bulletin that is attached to this newsletter (see last page) that you can easily print, (consider laminating or framing it) and post in your home in a space that will be clearly visible to your renters.   Also remember that owners are ultimately responsible for anyone who is residing in and using their property.  Your renter’s behavior reflects on you as a neighbor and resident and ultimately can also affect the value of your property and that of others in Eidelweiss.  Thank you.

  
POND WATER LEVELS
There were several inquiries and comments last summer about the water levels in the ponds as the season progressed.  For those who may not be aware, the pond levels are monitored and are adjusted (typically kept somewhat low) in order to accommodate the nesting loons in Little Pea Pond that usually occurs between late May and early July.  Mike Smith has worked closely with the Loon Conservation Committee for several years to enable this process to succeed and has generously volunteered to do so again this summer.  As soon as the loon chicks have hatched, the water level will be raised and continues to be monitored and adjusted.   More information about loons, nests and their habitats can be found

PROJECTS – VOLUNTEERS NEEDED

Repairing Mailbox Area - Jay Buckley has volunteered to re-shingle the mailbox roofs and to repair the bulletin boards in the Huttwil parking lot.  Jay will also be generously donating the materials for this project.  But he can’t do this project alone – he needs help to get this project done on either the first or second weekend in May – to be determined.  If you can help, please email Jay directly at jaybuckley@verizon.net.  Thank you Jay!

Beach Raking - In order to save the district $2000, we are seeking volunteers to rake the beaches on the weekends between Memorial Day and Labor Day.   The 5 beaches need to be raked prior to 9AM.  Our goal is to collect a list of volunteers that one coordinator will schedule and manage.   The more volunteers we get, the fewer beaches or days each would need to help.  Please contact the office ASAP to volunteer and include any dates or times you already know you will not be available.  Thank you!! Water Meter Analysis- The Water Committee is asking for volunteers to help with a water meter analysis for the district.  This has been an ongoing source of interest and debate throughout Eidelweiss and this is your opportunity to participate in this analysis and review.  Please contact the office if you would like to participate.

Water Committee Update:
A meeting was held with Chris Albert of Jones & Beach to evaluate the Reinach tank project and to provide an estimate for an alternative tank design. The water committee is looking into State grants for water system improvements.

The Upper Lakeview/Rigi pressure reducing valve will be replaced as soon as weather permits.

Eidelweiss & Pea Porridge Ponds

Information & Rules for Visitors & Renters

  • Fires – Fires are not permitted in Eidelweiss unless the homeowner has a fire permit.
  • Fireworks – Fireworks are illegal in the town of Madison and in Eidelweiss.   They also pose a fire risk.  Please be respectful of this law.
  • Noise - We welcome visitors and vacationers!  However, please keep in mind that many of our residents live here full time and need to get up early and get to work. If you are outside at night please keep in mind that noise travels, particularly across the water.  Please be respectful of your neighbors and all residents in Eidelweiss.
  • Canoes/Kayaks – Can only be left unattended on public beaches in the racks that are pre-assigned to owners.  Do not leave any boats unattended on the racks or beaches unless you have the rack number from the homeowner.  Unattended boats left on beaches or racks that are not assigned are subject to removal by law.
  • Traffic and Parking – The roads in Eidelweiss have a lot of traffic in the summer (especially Eidelweiss Drive) and it’s important that any car parked on the street does NOT block the road.  The speed limit on all Eidelweiss Roads is 20 MPH (and lower where posted).  There is a very high volume of children who walk the roads and many people with pets as well.  Please drive slowly and carefully at all times.
  • Water quality – People swim, fish and play in these lakes so we want to keep the water quality high. Bathrooms are located on each beach and we ask that everyone use them and not the ponds when necessary. 
  • Loons – Loons are a threatened and protected species in New Hampshire.  They are also highly affected by water quality. The loons on the ponds in Eidelweiss eat fish, frogs and other natural animals found in the water. Loons should not be fed, chased or approached for any reason. Please maintain a respectable distance and especially stay far away from loon nests as well.  You can learn more about loons at The Loon Center in Moultonborough or at their website www.loon.org.
  • Ducks - Please do not feed ducks as it encourages them to flock near beaches. Their ongoing presence near beaches can adversely affect the water quality where people swim.
  • Playground – No pets are allowed in the playground in Eidelweiss. Trash should not be left in playground areas.
  • Fishing - A fishing license IS REQUIRED by NH state law for anyone 16 years of age or older.  A fishing license can be purchased online, at Walmart or at the Army Barracks in North Conway.  Also, lead fishing sinkers and lead jigs are illegal in NH.  They can be a deadly contaminant for loons.  Non-toxic tackle is available for purchase throughout New Hampshire.
  • Beaches – Pets are NOT permitted on the beaches at any time (except for leashed service animals). A carry-in carry-out policy is in effect. If you bring it with you, please take it with you when you leave. Beach regulations are posted at each public beach.
  • Trash – Please do NOT leave any trash or recycling anywhere outside at any time. There are bears and other wild animals that will be attracted to the smell of food.
  • Dump/Transfer Station - A pass is needed to access this facility. The owner of your rental home should be supplying a one day pass. Please be sure to separate recyclables and discard as posted at the dump. The dump is located at 219 Boulder Rd (off Conway Rd/Route 113) and is open Friday 7a-12p; Sat & Sun 7a-4p; Monday 7a-12p.

The search continues for a third Commissioner to fill the seat vacated by Ralph Lutjen. Anyone appointed would serve until the annual meeting in March of 2020. Please contact the office ASAP if you are interested in serving.

Office Hours: To assist property owners and insure that the office is accessible on a regular basis, the following walk-in hours are now set: Mon and Wed 9-12 and Fri 1-4.
Barring any unforeseen circumstances and to the best of our abilities, someone will always be in the office during these hours. If you need to come at a different time, we would advise that you call ahead to make sure someone will be there.

We are updating our QuickBooks accounting software with a payroll feature that will save the district $1,000 annually. The new version will also allow the Administrator to generate water bills on a batch basis that will save hours.

MUD SEASON
Mud season is especially challenging to the dirt roads. The old Terrastar Truck had a rubber edged blade designed for this challenge. Without this truck, our DPW did the best they could on the Friday 3/22 storm to plow without damaging the integrity of the dirt roads. Rubber edges for plows will be ordered for the fall. Please be patient during this particularly muddy spring with road repairs.
Also, roads in Eidelweiss are now posted for a 6-ton limit until the roads are stable enough for the weight. Application for an exception is available at Madison Town Hall.

POST OFFICE BOXES
It has come to our attention that there are part-time residents who have mailboxes at Huttwil but do not use them frequently. If you are one of these residents, please consider turning in your mailbox so that a full time resident can have the convenience of a box in the neighborhood. If you need a local post office box, you can still get one at the Madison Post office free of charge.

Five new committees are being created to involve the community in solving the issues facing our district. A Water Committee and a Communications Committee have been established. Water Committee Update
Reinach Tank Project Update:
Met on March 22nd with 2 members of Dubois & King Engineering. Will be exploring possible larger tank size, different tank design and shape. Will also create a 2-part bid separating site work from tank installation that should facilitate more contractor participation and bids. Of note, all in attendance agreed that even if we moved forward with the current design that we have today, it would be virtually impossible to complete the project this summer due to the absence of any valid bids.
Upper Lakeview/Rigi PRV Pit Update:
The pressure reducing valve will be replaced as soon as weather permits.

TRUCK STATUS
A new Dodge 5500 truck was purchased in March using insurance proceeds from the Terrastar that was destroyed by fire in January. This is the same truck that was on a warrant article as a replacement for the Ford 550 at the annual meeting. The new truck is currently being outfitted for plowing and sanding.

SOCIAL MEDIA
Please note that the district website (https://vdoe-nh.org) is the only official website or published forum for information about the Village District of Eidelweiss. Over the last several years, several residents have created and run social media sites for residents to share information and network. These include facebook, nextdoor and a yahoo message board. Please be aware that any information provided on these sites is provided by neighbors and residents and is not being published or provided by the village district. Although one or more of the Commissioners or committee members may participate and comment on these sites on occasion, we do not monitor or follow regularly. Please do not rely upon someone in any official capacity seeing or responding to any post made on any of these sites. Therefore, if you want to make the district, DPW or Commissioners aware of any important or pertinent information, you must contact the office directly (phone: 603-367-9022; email: office@vdoe-nh.org). EPOA and VDOE
Many new residents have asked about what the difference is between the VDOE and the EPOA. The Village District of Eidelweiss (VDOE) is the governing body for the section of Madison NH known as Eidelweiss. The village district is a municipality and as such, the VDOE manages all public issues including, but not limited to roads, water system, village ordinances/policy/processes and public beaches. The VDOE is managed by three elected Commissioners, each voted in to office by the registered voters of Eidelweiss.

The Eidelweiss Property Owners Association (EPOA) is a group of volunteers who are dedicated to improving the quality of life and enhancing the social community of Eidelweiss. The EPOA maintains the playgrounds, the front entrance sign garden and other public areas in the district that it owns. The EPOA also sponsors many social events throughout the year. CORRECTION
The February newsletter stated that Ralph Lutjen had resigned verbally from his seat on the Board of Commissioners. In fact, he had submitted a written resignation at the
Annual meeting.

COMMISSIONER NEWS

Adam Leiser and Kathy Koziell were sworn in as new Commissioners on Tuesday February 26 at their first Commissioner’s Meeting.  Kathy will serve for three years, Adam for two.  Adam was selected by the Commissioners to serve as Chairman for 2019.  Nancy Cole also informed the new Commissioners and the public in attendance that Ralph Lutjen (the 3rd Commissioner with 1 year remaining on his term) provided verbal notice of his resignation.  Kathy and Adam discussed naming a replacement and will be discussing options in an upcoming meeting.  Anyone interested in being considered should contact the office as soon as possible.  (email:  office@vdoe-nh.org)

OTHER ELECTED OFFICIALS

Dinah Reiss was re-elected to another 2 year term as Treasurer.

Nancy Cole was re-elected to another 2 year term as Clerk.

PUBLIC COMMENT and SCHEDULED APPEARANCES

As promised, the new Commissioners voted to immediately restore Public Comment and Scheduled Appearances without prior Commissioner approval to all Commissioner meetings.  Anyone wishing to address the board is welcome to speak and ask questions during the Public Comment section of any Commissioners meeting.  Property owners are also welcome to schedule an appearance before the board in advance by contacting the office.  (email:  office@vdoe-nh.org)

PUBLIC HEARING
A public hearing has been scheduled for Thursday, March 28 at 8:00 PM.  Location TBD.  The Commissioners will be discussing changes to two ordinances regarding Huttwil Parking Lot and the public beaches.  More information will be provided prior to the hearing

The Commissioners voted to post draft minutes to the website for all meetings within 48 hours barring any unforeseen circumstances.

WATER RATE

Based on the warrant articles approved at the annual meeting affecting the operating and project budgets, we anticipate that the water bill will be set at or near $485.  Water bills will be due on May 1.

DRIVEWAY SNOW REMOVAL & PLACEMENT

While we are aware that snow removal is very challenging this season, please keep in mind that it is a violation of NH Law to plow or push snow onto the roads and is a fineable offense.  Driveway plow operators who push snow onto or across the roads narrow the travel surface and create extra work for the DPW.  Property owners are responsible to insure proper snow removal at their property.   Our DPW have worked tirelessly this winter, many times through the night, to keep the roads plowed, salted and sanded in order to insure the safety of all residents and visitors to Eidelweiss.  We commend and thank them for their heroic efforts and hard work!

KAYAK & CANOE RACK REGISTRATION

We are reviewing and anticipate a renewal of the kayak rack process that was established last summer.  Further communication and a registration form will be sent out in the next few weeks. 

COMMITTEES

Four new committees are being created to involve the community in solving the issues facing our district.  The committees will be Roads, Water, Environmental and Communications - more detail follows.  The Commissioners encourage any property owner (full or part time) who wants to help and believes they can contribute to contact the office at any time now or in the future to volunteer.  If a committee is full we will let you know and contact you when an opening occurs.  Also, the Asset Management Committee has been dissolved.  The Commissioners appreciate and thank all of those who served on this committee.

Roads Committee

Mission: The Roads Committee is to advise, assist and recommend to the Village District of Eidelweiss (VDOE) Board of Commissioners (BOC) policies and projects involving the improvement, maintenance and repair of roads in the VDOE. The recommendations of the Roads Committee shall be based on their collective judgment as they balance the needs of the community with available financial resources.

Goals:  To help make our roads safer for pedestrians, cyclists, cars and pets in both the short and long terms

Water Committee

Mission: The Water Committee is to advise, assist and recommend to the Village District of Eidelweiss (VDOE) Board of Commissioners (BOC) policies and projects to maintain and improve the district’s water system assets.  The recommendations of the water committee will enable the district to manage the district’s water resources for the common benefit and assure stability in the sustained use by the citizens we serve.

Goals:  To ensure safe drinking water for the VDOE community and their guests

Environmental Committee

Mission:  The environmental committee encourages collaboration of government and community members so we can eliminate or at least reduce the growing threat to human and environmental health posed by toxic chemicals and irresponsible practices.

Goals:  To find ways to make our ponds cleaner and our land prettier.

Communications Commiittee

Mission: The communications committee encourages and facilitates communication between and among members of the commissioner’s office and the property owners of Eidelweiss. It does this by evaluating current methods of communication while providing tools, guidance, and resources to aid all discourse and improvements for successful communication practices in a timely, informative and thoughtful manner.

Goals:  Restore confidence in the BOC so that the property owners know what is happening in the district and so that the BOC can create warrant articles that will be passed and completed each year.

SIGN REMOVAL

With the election complete, all political signs should be removed as soon as possible.

TRUCK FIRE STATUS

On January 25, the Terrastar truck was destroyed by a fire.  The final cause is considered undetermined.   Fortunately, no one was injured.  We are anticipating final information this week about the claim from the district’s insurance company.  Upon receipt, we will formulate a plan for replacement of the truck and notify the public.

ASSIST A NEIGHBOR

As many of you know, Melissa Moulton, one of our Eidelweiss neighbors, tragically lost her life on February 15.  Her friends and family have set up two Go Fund me accounts to help with the expenses for her funeral, her dog and her beloved daughter. 2020 ANNUAL MEETING - SAVE THE DATE - SATURDAY MARCH 7, 2020

The new Commissioners made a motion and approved a shift of the Eidelweiss annual meeting from the last Saturday in February to the first Saturday in March in order to avoid school break week.  They hope to facilitate more attendance and participation.

Challenges for VDOE

The year begins with continuing challenges.  A public hearing for 2019 warrant articles took place on January 18, 2019. The Commissioners described the background and rationale for 2019 planned activities.  In addition to the Commissioners’ warrant articles, there were several petitioned warrant articles from citizens.  The Commissioners are not in favor of any of the petitioned articles.   

The website has substantial information about the Commissioners’ plans for warrant articles for 2019. All warrant articles prepared by the Commissioners have a detailed cost analysis. The Commissioners encourage the voters to carefully review the proposed warrant articles and request additional backup materials from the office if desired.

Roads

The year has started with significant storms with high amounts of snow and a combination of rain and ice. Repairs of the Terra Star involved an expense of $8,538. On January 25, 2019 the Terra Star was engulfed in a fire that resulted in a total loss. An insurance claim has been filed. We face difficulty in snow plowing as a result of the loss of the Terra Star. A loan of equipment from Madison has been requested.

The Ford 550 has been repaired at a cost of $2,061.33 to correct the front end and inoperable plow controls.  In addition, new chains were purchased.

Salt and sand were delivered in early January in order to meet anticipated requirements.

One part time employee helped with the snow removal.

Water System

For four days –December 27 thru 30, 2018 the DPW well did not operate as a result of a pump failure. Muddy Beach well was able to provide full water service during the outage. This was a high usage time period. The volume during these days was three times the normal usage.  Fortunately, we had a spare pump in our inventory. Without it the outage would have been protracted.

Water usage in 2018 was at historical normal levels. This means that prior leak detection efforts have been successful.

As a result of much of the water system’s assets being over 50 years in age, we are faced with the need to replacement.

Earlier this year, the District received reports that both storage tanks at Reinach had failed inspection and could not be re-lined.  These tanks provide the main water storage for the district.  In discussion with NH DES it was determined that a new larger water tank is required.  The Commissioners believe that the concrete tank design for the Reinach tank replacement is the most effective and lowest cost alternative. Two thirds voter approval at the annual meeting is required to approve the financing. The State DES representative has stated if the project is not approved, the State will mandate and manage the project.

2019 Warrant Articles for the Water System (retained from the December Newsletter)

  • The Commissioners will prepare a Reinach Tank Replacement warrant article for a concrete tank with a 90,000-gallon capacity to replace two steel tanks with a 60,000 capacity. The steel tanks were determined to need replacement and not suitable for relining. The warrant article will use an engineering cost estimate of $653,400. The December 4, 2018 bid opening resulted in one bid that was rejected by the Commissioners due to its high price. A survey of the potential bidders indicated that the lack of certainty of funding resulted in no interest in bidding.
  • One warrant article will address the use of funds available in the existing bank loan. The Commissioners will request alternative projects to be covered under the loan. These projects are based on priority and risks to the system operation. The DPW electrical system needs substantial upgrades to avoid possible failure which would shut down the entire system and other improvements to meet code. Other projects include Summit pump house electrical update and the Chocorua pump house electrical update.
  • One warrant article will request funding the Upper Lakeview pressure reducing valve from water fees. Other warrant articles cover additions to capital reserves. These reserves are essential in being able to replace or reline tanks or to repair or replace water lines in the future. Muddy Beach tank replacement warrant article will request funding from the Water Tank Capital reserve.
  • A water rate projection has been completed and is available on the website.  The projected water user fee for 2019 is $616.  The impact of the Reinach tank proposed loan is $94.00 per user for 20 years.   
  • 2018 water budget versus actual expenditures were tight. Most expenses were in line with budget except for repairs and heating costs. 

2019 Warrant Articles for the Highway (retained from December Newsletter)

  • The Commissioners will recommend several warrant articles. All of which are to be funded, all or in part, by taxes. Replacement of the Ford F550 will be funded by a bank loan in the amount of $85,615. Gravel road repairs above the usual maintenance involve a cost of $7,275. Asphalt road shim cost for four roads cost is at $21,750. The replacement the inoperable York rack with a front runner rake will involve a cost $4.180. The Thusis project was modified as a result of a revised engineering design that relocated all drainage on to Village property. All work on this project is to be done by the DPW. The cost of the project is $3,425 with $2,010 coming from the balance in an existing warrant article and $1,415 from taxes. Grandval Way and Konstanz Road need an engineering evaluation to determine the scope of requirements to correct drainage, road surface conditions and removal of obstructions.
  • 2018 was a difficult year with a large number of ice storms in the early part of the year and above normal number of snow and ice storms in the end of the year. 
  • An estimated tax rate projection has been completed.  The estimated tax rate for 2019 is $5.14 per thousand as the Commissioners propose the Warrant.  Passage of any petitioned article may impact this number.       

Breaking News and Current Events:

  • Please keep in mind that it is a violation of NH Law to plow or push snow onto the roads.  Driveway plow operators who push snow onto or across the roads narrow the travel surface and create extra work for the DPW.  Property owners are responsible to insure proper snow removal at their property.

Rumors and corrections

There is a rumor that the Board of Commissioners are not effectively planning and managing projects. 

All projects proposed on the 2019 Warrant by the Commissioners have been fully planned.  Scope of each project has been identified, cost estimates have been received for each project from contractors and vendors, priority of every project proposed has been considered.  Every proposed water system project on the 2019 Warrant was identified by the Asset Management Teams review of the Water System Master Plan; road projects have been identified by the Asset Management Road review completed with the VDOE Highway Foreman.

Any property with an outstanding water bill has been posted for service disconnection.    

Tax Bill Reminder:

The second tax payment was due December 6, 2018.  Please be aware that all 2018 tax increases for the County, School, Town and District are included with the second tax payment of the year.

Challenges for VDOE

The year ends with continuing challenges that need to be resolved. The water system has the major issue of the Reinach tank replacement. Many other capital asset projects are required to insure system integrity. Our roads have constant needs for maintenance and repair. The website has substantial information about the Commissioners’ plans for warrant articles for 2019.

2018 overview

  • Significant progress has been made in 2018 in improving the Village. Several of the projects completed in 2018 are listed as follows:
  • 1,100 tons of gravel applied to Village roads with most gravel roads being addressed
    • Jungfrau=170 tons with replacement of two culverts
    • Klausen=65 tons
    • Eidelweiss Drive= 121 tons with the addition of a catch basin
    • West Bergamo=71 tons
    • Saint Moritz=60 tons
  • Ditching on 11 roads, over 40 roads graded, raked and rolled
  • Inspected and maintained all 196 culverts bringing the flow rate for all culverts to 80% to 100%
  • Second booster pump installed at Muddy Beach
  • Two 30,000 Reinach tanks were inspected
  • Developed plans, specifications and bid document for the Reinach cast in place concrete tank
  • The Summit Tank was inspected and lined
  • Installation of security panels in pump houses-two remain to be installed
  • All but three curb stop valves have been identified and plotted
  • Asset Management process has worked to identify current and long-term capital needs

Rumors and corrections

There is a consistent rumor that the budgets are too high, spending is out of control and cuts should be made

  • In 2002, the VDOE approved a budget for Highway & Streets/Salaries of $100,600.  This includes the line items of Full-Time Salary, Part-Time Salary, Overtime and On-call stipend.  For 2018, this category was approved on the budget in the amount of $100,460; a $140 reduction in available funds for salaries.
  • Since 2002, health insurance costs have tripled.  In 2002, the VDOE approved a budget of $26,000 for Medical Insurance.  The proposed budget for 2019 is $57, 635.  Given that medical insurance rates experienced multiple years with a greater than 10% increase, current rates can be close to triple the rates of 2002 while the increase in the line item is not triple the 2002 value.
