October 26, 2013

The Board of Commissioners held a public hearing on proposed Ordinance updates at the Lodge at 10 am on Saturday, October 26, 2013. In attendance were Commissioners Ron Sandstrom and Mike Smith. 13 persons were present. The meeting was taped by Tim Hughes.

At 10:05 am Ron Sandstrom opens the Public Hearing on proposed updates to the Beach Ordinance and the Water Ordinance. The focus of the meeting is outlined.

[expand title="Search Text"]  Beach Ordinance is discussed. The goals of the proposed changes are outlined. Watercraft left outside of a space on a rack is discussed.

Enforcement of the requirement to leave watercraft only in a rack space is discussed. Removal of watercraft chained to a tree without notice is discussed. The violation to auction process is suggested to be outlined within the Ordinance. The fee structure at $100 for a canoe or kayak and $250 for a paddleboat is discussed. There is a recommendation to review the fees and discussion on the severity of the fine.

Identification on all watercraft is proposed.

Standardization and specifications of proposed markings are discussed. A recommendation is received to set a standard for marking of watercraft. Authority to enforce is discussed. Penalty for non-compliance is discussed; would watercraft be marked for removal from a rack space? An update to the signage at the beaches is discussed. Aesthetics as the primary issue of watercraft on beaches is discussed. General discussion on the need for any update to the Ordinance is held. The Board will review and discuss.

The Water Ordinance is discussed. The goals of the proposed changes are outlined. A typographical correction will be made to the wording below the figure in 3.1.4.1. An additional typographical correction is turned in by resident Jay Buckley and will also be corrected.

Discussion is held on a new regulation for the checking of backflow prevention devices. The new requirement will apply to all connections to the VDOE water system. A future Public Hearing will be held on the insertion of this new requirement into the Water Ordinance once the final regulations and effective dates are released.

The Board of Commissioners thanks those persons who are present for coming. The attendees thanked the Board for having the meeting and were appreciative of the intent to hold additional public hearings.

At 10:35 am Ron Sandstrom called the Public Hearing to a close and adjourned the meeting.
